Neutral officials will continue to rule Indian domestic circuit

While Covid-19 replacements and saliva ban may be incorporated in the domestic rules, the clause on appointing non-neutral umpires may not be effectively implemented in domestic matches. Many member units have no qualified domestic panel umpires while some have a sizeable number, which means match officials may have to travel extensively once the season starts.
